If you have an existing swimming pool or spa including a relocatable pool and/or spa erected for 3 or more consecutive days, you must register with Council.
Swimming pools and spas including a relocatable pool or spa must remain empty and not commissioned until a Certificate of Barrier Compliance Form 23 is obtained which confirms that you have a compliant swimming pool barrier.
Existing swimming pool and spa owners had until 1 November 2020 to register their pool or spa with their local Council.
New pools and spas completed after 1 November 2020 must be registered within 30 days from when you receive a Certificate of Final Inspection or Occupancy Permit as referenced on your building permit. A Certificate of Barrier Compliance (CBC) must also be lodged at the same time as your registration application. The Building Surveyor who has issued a building permit for the swimming pool or spa will provide you with a CBC - Form 23.

Application fees
Fees for permanent pools or spas constructed before 1 November 2020 total $87.20 including:
- $35.10 – Pool or spa registration
- $52.10 – Information search fee
Fees for permanent pools or spas constructed after 1 November 2020 total $57.60 including:
- $35.10 – Pool or spa registration
- $22.50 – Lodgement of Certificate of Barrier Compliance - Form 23
Fees for relocatable pools or spas:
- $57.60 - Registration and lodgement of Certificate of Barrier Compliance - Form 23
- $35.10 - Registration without lodgement of Certificate of Barrier Compliance - Form 23
What you need to apply
- Details of the swimming pool or spa construction date or erection date for a relocatable pool or spa
- Copies of Building permits or supporting documentation (if you have them)
- A credit card to make the payment
