 for everyone who lives, works, studies, or visits Brimbank.

The Framework guides Council in planning and delivering services, and to work with the community to reduce barriers, address disadvantage, and create opportunities for all people to thrive. It is underpinned by an intersectional approach, recognising the overlapping factors that shape people’s experiences of inequality.

Why Social Justice Matters

Social justice ensures that every person has equitable access to services, resources, and opportunities to live healthy and fulfilling lives. By addressing systemic barriers and promoting inclusion, Council can deliver better outcomes for the entire Brimbank community.
Brimbank is one of Victoria’s most diverse municipalities. The Framework acknowledges this strength and provides a coordinated approach to support inclusion, participation, and wellbeing across all stages of life.

Council’s Commitments

The Social Justice Framework 2026–2029 builds on the foundation of previous Social Justice Charters that have been in place since 2008 and sets out Council’s key commitments to guide action over the next four years. These commitments are:

  • Reconciliation: Strengthening relationships with Aboriginal and Torres Strait Islander communities through respectful engagement, truth-telling, and supporting self-determination.
  • Equity: Ensuring fair access and outcomes across Council policies, programs, and services, with particular attention to communities experiencing systemic disadvantage.
  • Leadership: Taking a clear stance on social justice issues and advocating against discrimination in all its forms.
  • Participation: Enabling meaningful and inclusive community engagement that values diverse voices, particularly those who are under-represented.
  • Climate Justice: Supporting resilience and equitable access to resources, while recognising that some communities are disproportionately impacted by climate change.

Implementation and Reporting

The Framework is an overarching strategic document, intended to guide Council’s planning, service delivery, and partnerships. Updates on progress will be reported annually.

Key supporting documents include: 

  • Innovate Reconciliation Action Plan (RAP)
  • Disability Inclusion Action Plan (DAP)
  • LGBTQIA+ Action Plan
  • Gender Equality Action Plan (GEAP).

These operational plans provide clear pathways for action and accountability across Council programs and services.
