Model Councillor Code of Conduct
The Local Government Act 2020 requires all Councillors to observe the Model Councillor Code of Conduct (Model Code). The Model Code replaced the previous statutory requirements for Councils to develop their own Councillor Code of Conduct and the previous Standards of Conduct.
The Model Code sets out individual standards of conduct expected to be observed by Councillors when performing their roles as Councillors. It reflects the core values of integrity, accountability, leadership, and respect, and is prescribed in Schedule 1 to the Local Government (Governance and Integrity) Regulations 2020.

Internal Resolution Procedure
In line with section 140 of the Local Government Act 2020 and Schedule 1A of the Local Government (Governance and Integrity) Regulations 2020, each council is required to have an Internal Resolution Procedure for addressing alleged breaches of the Model Councillor Code of Conduct.
Brimbank City Council adopted its Internal Resolution Procedure on 18 February 2025 providing a structured process for managing conduct concerns in a fair, transparent, and timely manner.
